Using CIO-SP3

Following these few steps makes it easier to understand the stages involved in using the CIO-SP3 contract vehicle.


NITAAC reviews scope and releases to eligible contract holders.

The CIO-SP3 CO will assign a task order tracking number to each task order requirement. Unless one of the exceptions at FAR 16.505(b)(2) applies, the CO will announce each task order requirements to all the qualified CIO-SP3 prime contractors. Exceptions to the Fair Opportunity with consideration must go through a separate process with the customer's agency who has been delegated that authority and the CIO-SP3 CO must concur.

Pending Task Order Proposal (optional)

Prime contractors task order proposal due dates are set forth in each announcement. Generally, each task order prepare and submit due dates are five (5) days from the announcement.

Technical Proposals

Written and/or Oral proposal shall address all requirements of the Task Order SOW. Items to include:

  • Key Personnel and Resumes
  • ODCs and rationale
  • Notification and request for consent to use new subcontractors and Labor category qualifications  

Cost Proposals

An electronic media proposal is required unless specified otherwise. This should include detailed cost/price amounts of all resources required to accomplish the task. Items to minimally include:

  • Time and Material(T&M) and Firm Fixed Price (FFP) Proposals
  • Cost Plus Fixed Fee (CPFF), Cost Sharing (CS), and Cost Plus Award Fee (CPAF)



The customer will evaluate the prime contractor(s) written and/or oral technical Select awardee; Discussions may be required with the customer and prime contractor for clarification before an award can be made in the best interest/value to the Government. prepare award using the CIO-SP3 contract number.

PPC's Payment Terms

PPCs standard payment terms are NET 30 days from receipt of invoice or date of acceptance, whichever is later.  No additional payment discounts are offered.
